Tier 1 (perma-banned in 1800+)
Rammus, Yorick*, Kassadin

Tier 2 (semi-bans, and super strong picks)
Wukong, Warwick, Urgot*, Poppy

Tier 3 (usually not banned, carry very strong)
Ryze, Pantheon, Malz*, Alistar, Fiora, Shaco

Tier 4 (almost never banned, very legitimate picks)
Akali, Blitz, Ezreal^, Jax, Fizz, Irelia, Jarvan, Riven^, Shen, Talon, Udyr, Ahri, Malphite, Maokai, Nidalee^, Singed, Gangplank, Lee Sin, Cassiopia*

Tier 5 (never banned, solid picks, but somewhat uncommon picks)

I placed champs in tiers based on a combination of factors.
